So when you throw a potion of lingering on the ground, it affects all entities nearby, but when you throw a lingering potion onto the mobs hitbox. It doesn't affect the mob.

Does this only affect when thrown on the top of the mob?
Yes only the top of the mob @FVbico
The potion cloud floats. This is intended.
