Chunks do not load and it is not possible to fly.
At that time it does not allow to close the game correctly because it only says "saving world". It happens with worlds updated from 1.12.2, please improve the performance as in 1.12.2.

Try to reproduce this in 1.14-pre5. 1.12.2 is an outdated version.

Try upgrading your world by erasing the cached data.
