Are you sure this isn't just a server problem?
Unable to reproduce, please provide detailed reproduction steps.
Galaxy_2Alex I was playing on a Apex server and I was in a village trying to get a villager out in a boat and I couldn't get the water on the pathway (grass pathways) and the water wasn't placing and would take it out of my hot bar and I got an empty bucket.
Reproduction steps: 1. get an Apex server on the lowest quality 2. play for a while and find a village 3. make sure you aren't host or OP 4. get a bucket and try place water on a village path 5. notice you may not be able to do this 6. make sure you have around 300 ms connection as I noticed that's what I had.
If this only happens on Apex's servers, please contact them about it.
