I created a basic fenced off area near my base to breed some villagers, and then came back a couple of hours later to discover an ungodly amount of Iron Golems, there were around a hundred or so golems spawned by only 25 villagers

For me, only punching 1 villager will spawn an Iron Golem under a minute
Experimenting in an empty flat peaceful world in 20w20b, I confirmed you only require 5 villagers that have slept in order to spawn a golem. They don't need to have worked, and they don't need to have seen a zombie, even though the wiki says they need both of these things to spawn one.
