MC-18885hoppers do not split items put in chests by hoppers
Hoppers placed in chests manually will be split 50/50 by two hoppers underneath, but will only go to one hopper if placed in the chest by another hopper.
Steps to Reproduce:
1. Place a double chest
2. put a hopper feeding into the chest
3. place 2 hoppers below the chest, feeding into 2 more hoppers
4. remember that these hoppers must be seperated
