I set up a Nether Portal at my house (at -23, 71, 56), and then I went into it (at nether -53, 73, 4), and then when I want to go back it trans me in a place that I never been before (at -424 64 41) (that was the temporal safe house I set).

Not a bug, normal behavior. From the official wiki: https://minecraft.gamepedia.com/Nether_portal#Behavior
"If there is already an active portal within range (about 128 blocks) in the other dimension, the player appears in that portal." 128 blocks in the overworld is only 16 blocks nether side. And when you travelled from the overworld to the nether the first time it checked the landing zone to make sure it wasn't in a wall or over a lava lake. It can move the destination portal it's creating up to 128 blocks to put it in a "safer" location. If it's moved it more than 16 blocks then it's not going to connect going the other way (portals don't keep a connection for more than 15 seconds, they re-check instead).
The solution is to memorize the overworld portal's coordinates, then when you get to the nether divide those numbers by 8 (not counting height) and make a hand-built portal there. THAT portal will line up perfectly with your original portal.
