MC-24636Rain do not passes layer 0 and such as Blaze don't take damage when raining and is below layer 0.
When Spawn a Blaze and it passes through layer 0, it don't take damage because the rain do not passes layer 0. Why?

The void is the bottom limit of the world. The rain has to stop somewhere or it would overload the world.
