MC-83295"Flying is not enabled" when levitating on server
How to reproduce
1. Start multiplayer server with default settings
2. Connect & login with a client
3. Get hit by a shulker
4. Start levitating
5. Client disconnects with incorrect exception (see: https://bugs.mojang.com/browse/MC-83284) and server shows "Flying is not enabled on this server" in logs
Environment
OS X, java 1.8_45, tested on multiplayer server
