MCL-11594MULTIPLAYER ON PE NOT WORKING

I am not able to enable "multiplayer game" while in my world. It is not the internet nor mobile data both work completely fine. I have edited the world in the menu so "multiplayer game" is enabled but when I load my world it disables it again and it won't let me change it in-game. This caused a problem so my friends can't see my world (local play and yes we've tried everything even same connection) When we make a completely new world it still has multiplayer disabled (in the game) we tried it on different devices running the same Minecraft version happens on all of them. We try inviting each other with Microsoft account but no one can get an invite it doesn't show up (We've all added each other) So there's no way we can play local play. I also get this pop up that if I use a skin it will disable multiplayer but I was using "Steve " and it is strange because it says the skin is compatible cross-platform. So I changed skin to another default skin and next time I loaded up Minecraft it said to change it again. So no matter what skin I used it still had that popup. Even when at times it will let me use a skin it enables me to it still had multiplayer disabled. So I'm assuming this is a bug. Hopefully, this can get fixed Thank you for your time!
