Hey there. In Bedrock Edition, when your gamemode set to creative, game difficulty peaceful bats can spawn at y=4 to y=63. I don't currently have a photo, but I will get a photo of it soon. Thanks, and have fun out there!

Isn't that how they normally spawn?
y=0 is bedrock without the height change, which is being temporarily undone.

Is this still an issue in the latest version? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
