MCPE-77117Broken tool mending while wearing mending armor
When the player is wearing armor with the mending enchantment, holding an item with the mending enchantment, and gains experience, the experience has a chance to repair their armor or tool (if it they are damaged) or go to the player's level count. This means that while players try to repair tools while wearing mending armor, the process is slowed down by the experience going to the level count.

On JAVA the exp goes into the armor first, then tool you are holding, then the lvl bar. That’s how it should be for Bedrock as I have to grind a lot more just to repair my tools.
