When I set the command block to always active and also to repeat
If I run the command /enchant @p protection 3
It gives me the higher level for eg:when I type 3 it gives me 4 ,if I type 2 it gives me 3

I cannot reproduce this for /enchant; I get the correct enchantment. It does happen for /effect, but this is an intended feature.
