Hostile mobs not spawning on realms even when difficulty is set to hard and the "mob spawning" game rule is turned on.
When spawned via commands or spawn eggs, hostile mobs attack the player.
The issue only affects mobs that wouldn't spawn on peaceful difficulty, for example, piglins can spawn and attack the player as usual, but other hostile nether mobs do not.

Added Affects Versions: 1.21.1 (Java)
Removed Affects Versions: 1.21.22 (Bedrock)
