It works fine for me with Java 8 update 77. Maybe Java 8 Update 91 triggers the crash. FYI: I'm also on Windows 10 Home 1511.
I guess it is a network issue or a version's configuration file (json) is corrupted. But if it isn't, this belongs to the Minecraft Launcher bugtracker (MCL).

Hmm... Is it also possible for you to delete the complete 1.9.4 Minecraft version file and reinstall that one? If it only affects this version, it might be something that's wrong in the 1.9.4 file.

Which is a different issue. But that's no crash report, that's the launcher output. You find the crash report at C:\Users\Carol\AppData\Roaming\.minecraft\crash-reports. It probably has been reported to this bug tracker already, so search for it and you'll most likely find a solution very quickly.
I guess this can be closed now, as it was probably caused by a corrupted file and is not an issue anymore.
What to do:
Reinstall Minecraft using a reliable browser and reliable internet. If it crashes again, check for java. If not there, install java.
I'm afraid I don't have a "crash report" folder. I've deletd all but the saves and reinstalled again, tried using chrome and explorer browsers to download, I'm still getting the same launcher output "message"
