Passengers tag doesn't work with boat in Minecraft 1.11
But other tags works perfectly. For e.g:
/entitydata @e[tag=boat2] {Type:"dark_oak"} - works
/entitydata @e[tag=boat2] {Passengers:[{id:"pig"}]} - doesn't work

Added Labels: /entitydata passengers
You can't spawn an entity using /entitydata.
So how I can edit entity in the boat?
You can spawn the boats with passanger using /summon.
Or simply drive the boat into the pig.
