MC-12609Wither Skeleton doesn't have 20 hearts for health.
While at a nether fortress, the wither skeletons that spawn there only seem to have 11 hearts for health. I use the fishing rod which does 1 damage to the mobs, and they die a lot faster then the blaze's. The blazes have the same amount of health and take longer to die.
Environment
using the fishing rod to test health. Blaze's have 20 hearts, wither skeletons have 20 hearts, Wither skeletons die in 11 hits with the rod, Blaze dies in 20 hits with the rod. At the nether Fortress.

Most mobs have 10 hearts of health, including the blaze.
I think you mean 10 hearts (20 half-hearts). Both the wither skeleton and the blaze have 10 hearts which takes 20 punches (with no weapon or tool) to kill.
