When placing down a lever on the top or bottom of a block it seems the position you place it from does not affect the orientation of the lever and there is currently no way to specifically choose the orientation.

Confirmed. Lever on ground only wanted to point either South or East, with no real preference for the two. Where I stood had no influence on it.
I just tested this and it is fixed. (I am not sure when it was, somewhere between 13w01a and 13w03a).
