Not a game bug.
Either way..... it should give you a .jar file... open in a Java launcher and it should run (basically a dialog box will pop up that askes you for the texturepacks zip).
It is giving you a jar file. There's not much Mojang can do about it if your OS/browser is stupid and renaming it to something else. It appears that the server is currently responding with a mime type of application/octet-stream, which, while not very specific (there are a few common responses for jars, but none are official), isn't wrong, and shouldn't be causing any sane system to change the filename.
