MC-227679End seemed to be glitched when world was copied to 1.17rc1
I loaded a 1.16.5 hardcore world into 1.17-rc1 to see where new chunks would generate and decided to go to the end. When I went through the end portal, the ender dragon had already been killed, and there where foxes holding eyes of ender in their mouths.

Cannot reproduce. Could you please provide more detailed steps and attach the affected world?
Sorry for the delay in my response, but I was also unable to reproduce the error, which leads me to believe that it happened due to an error when I copied the world over.
