MC-248819Weather occurs when Daylight Cycle stopped
I was in Creative mode and had my Daylight Cycle set to False, so time wasn't ticking, but after a while it started raining. I may be wrong, but it seems like weather is supposed to only happen when Daylight Cycle is set to True.
