Sounds.json shows no weight values... (in 1.19.4 at least) So, cannot reproduce or invalid.
Did you actually check, or did you only precieve the random selection in-game and made a decision based on a couple music selections?
Do note that certain biomes have different song lists.
The main menu seems to almost always play Aerie for me, and when it doesn't, it's another Lena Raine song. I have not heard Moog City 2, Mutation, Beggining 2, or Floating Trees unless I play older versions. While less affecting while in-game (I still hear C418's songs), his music is less commonly played than her music, even in a biome like the Plains. The only C418 song I hear consistently, that isn't a music disc, is Alpha, the credits theme.
So yes, you're correct in that it's a perception thing. However, So Below has a weight of 7, effectively making it so no other music plays when you're in a scenario where it would play. I understand the song is supposed to be more common, but when every other song has a weight of 1, it makes it so this song is the only one that plays and it obnoxiously repeats over and over.
