MC-263777Sheep can jump over fences
When I made a pen for my sheep they are able to jump over the fence. I have to have the fence 2 high. My cows and pigs are not able to jump over fences.

MC-23668.I managed to reproduce this issue:

The sheep are using the fence connection to the block to get boosted 0.5 blocks up, and then climb 1 block to go over the fence. Cows and creepers do the same in testing.
