The data packet was activated after the generation of the World.
Was the world generated with the packs enabled, or were they enabled after the generation? Only the former will enable the experimental flags.

They were activated after generating the World.
This is why.
Enable the pack before generating the world for these blocks to be present
The package is activated, but you cannot use a Pickaxe to obtain them, you can create them but not mine them
Is this now with a world created when the pack was enabled? If so please make a new bug report and attach a video showcasing that.
