MC-3853Makes player spawn 1 block under top layer.
Every time I create a new world in Minecraft I spawn 1 block under the top layer. And in order to fix it while playing in the game is to destroy the block.

I have never seen this and I have done it a few times.
I've definitely experienced this issues, but in my experience is rare. For it to be happening every time is interesting, and may help resolve it.
