Please ignore, I was playing MineCraft with a severe hangover after a huge New Year party.... I must have been using mundane all along, not water. Explains my experience.

What I expected to happen was...:
Making a potion with water and nether wart should make an awkward potion
What actually happened was...:
The result is a mundane potion, which should be made using redstone. I tried redstone, in case the two had reversed, but redstone also makes a mundane potion.
Steps to Reproduce:
1. Put water bottle (s) in a brewing stand
2. Add nether Wart
3. Result should be awkward, but is mundane
4. After an hour, a correctly brewed potion changes name from the (incorrect) mundane to the (correct) awkward

Resolved as "Don't drink too much awkward potions IRL and then play Minecraft"
