I made a TNT cannon and I noticed the TNT was flowing with the water current after ignited. Not sure if this is a bug or intended.

Intentional. It was something that was removed when powered rails were added, and has just been readded, beginning with 29a.
MC-665This was changed in the last snapshot. TNT is now moved by water current when primed.
