On my German keyboard I have to press the "#" key (left besides enter).

Do you have switched off chat in Options -> Multiplayer Settings -> Chat ?

No problem.
I'm having a similar problem with this, although it is the chat, /say and commandBlockOutput. The chat is turned on the /gamerule commandBlockOutput is set to true. But this is on singleplayer, not as I'm guessing on multiplayer like this issue
