MC-83055Ender Dragon gets stuck on the bedrock end teleporter
The portal is there in the end before defeating the Ender Dragon. While trying to defeat him I kept getting easy hits because he would just get stuck on the bedrock teleporter and sit there for about 15 seconds. It happened many times. I was also in creative mode.

I think this is intentional. In the console edition, the Ender Dragon hovers above the portal and shoots ender acid. But since you were in creative, he wasn't hostile towards you. Try fighting it in survival and see what happens. If he still does nothing, I don't know what to say.
I believe that the portal is already there is intended.
I'm also getting this tho, he keeps going to it and getting stuck.
He sits on the portal to 'protect' it. It's intended.
