If you give yourself a splash potion with levitation /give @p splash_potion 1 0 {CustomPotionEffects:[
{Id:25,Amplifier:0,Duration:600}],display:{Name:"Splash Potion of Levitation"}} Then it doesn't work. The normal drink potions do, but not the splash ones.
