When put on a redstone clock, an effect command with the regeneration effect will heal the player rapidly, faster the faster the redstone clock is. This only happens with regeneration 1 and 2.

When put on a redstone clock, an effect command with the regeneration 2 effect will heal the player rapidly, faster the faster the redstone clock is. No other regeneration effect works like this so I am fairly certain that this is a bug.

Yes, the super-regeneration only works for regeneration 1 and 2, as far as I've tested
