I can't seem to comment on the original ticket, so I've cloned it and am commenting here:
I really think this behavior needs to be changed, intended or not.
A player just lost two chests of items after they broke one open while I was stood next to them in creative mode.
While I can see that it is convenient for cleaning up, it's a 'feature' that would work just as well implemented as a console command that clears the inventory.
