This issue works as intended.
The exact same issue was reported on java edition and was marked as "works as intended": MC-97476
Chorus fruits will only teleport you to valid locations within a certain radius. Water is not counted as a valid location. I tested it myself, whilst being submerged entirely near land and it worked fine.
