MC-97811Rain (/toggledownfall) does not work in minecraft 1.9 pre release 2
Whilst trying to make it rain in a world to test how it looked in a snow biome the snow would not turn on. I thought it was a biome bug so i went into a plains biome and found it did not work too. please fix this

Hm, I think I saw this happen once, but then tried '/weather rain' and that worked, and then /toggledownfall worked after that in the same world, and in a new one. Can't reproduce the bug any more.
Couldn't reproduce either.
