My family has 4 separate accounts on the PS4. When we play together, all characters are stored under the account that launched the game, rather than under each player's account. This means that individuals can't use characters they've leveled on their own account for offline co-op play.

Same happend to us after the last update
I've since figured out the issue - in order for a player's characters to be available in another player's game, all players need to be logged in to PSN. Some Playstation updates will log users out of PSN due to TOS / privacy changes.
Still seems a little strange that local CO-OP requires users to be logged in to PSN though.
Only characters from the PlayStation user who started the game are available for all local players. Logging in to PSN and enabling cross platform for the addition local players did not fix this.
