The bug
In the News tab of the Minecraft Launcher, a blank space is included at the top of the page. This is not present at the bottom of the page.
Reproduction should be self-explanatory, so I will not include dedicated reproduction steps (unless requested, of course).

Oh, and when you're reproducing this: make sure your window size is large enough that the blank space appears on the top.

The game team confirms this and will look into it when they have spare time.

We plan on making changes to the news tab, this should hopefully be resolved then.
This issue has been fixed in 2.2.116x
