Dungeons purchase warnings persist past the top of the scrollable area
The bug
Rather than being cut off at the top of the scrollable area, Dungeons purchase warnings are cut off at the top of the full window. This makes the warnings appear as if they are pointing to nothing when in between the scrollable area and the top of the window.

How to reproduce
- Open the Minecraft Launcher -> select Minecraft Dungeons -> DLC
- Hover over the Howling Peaks 'Buy Now' button (the purchase warning should appear)
- Scroll down on the page at a constant rate (may take a few tries)
The warning continues past the scrollable area, even when the Buy Now button is no longer visible

We decided to have tooltips be placed above the tab content because in some situations we might have the tooltip near the top, and it ended up being hidden under the tabs. The downside is that you end up with the situation that you've identified. It's not great, but we won't do much more about it.
