Old jre-legacy causes isues in MC 1.8.9
The Minecraft Launcher bundles an old java version (1.8.0_51-b16) - jre-legacy - that is used to launch Minecraft 1.8.9. With this version some custom player heads are not rendered correctly, both in inventories and placed. These are rendered as Steve heads.
Updating the java version to an installed java (1.8.0_371-b11) in the Minecraft installation properties solves the issue for me.

So I'm sorry, this seems to be related about a forge mod I use and when I posted the issue I forgot about that so I'm closing the issue, I'm sorry for disturbing you.
Edit: I'm not allowed to close this issue, but this would be the wrong place to continue this conversation because it's not a Minecraft Launcher bug.
Edit 2: It is still happening with Vanilla Minecraft, just had to clean cache in the /assets/skins folder. A guide on how to reproduce it soon

I have only noticed this issue on Hypixel SkyBlock, can't say if it happens in other places too since that is the only Minecraft 1.8.9 that I play.
Guide on how to reproduce the issue:
1. Go into the .minecraft folder even if you created a separate folder for installations.
2. open the assets folder
3. delete the skins folder with all it's contents
4. Open the Minecraft Launcher
5. Create a new installation with the 1.8.9 Minecraft version
6. Run Minecraft with that profile.
7. Go to Multiplayer and connect to Hypixel - ip: mc.hypixel.net
8. When connected do the following:
To fix the issue install java 8 from https://www.java.com/en/download/, in the Minecraft Launcher Installation settings, under the "Java executable option" browse to the java folder, open /bin, select javaw.exe. Save the profile and repeat steps 6 to 8. All the custom player heads will load correctly (see Image 2).
