MCL-5310Launcher does not open in Offline Mode

What I expected to happen was...:
for it to start offline
What actually happened was...:
it did not start
Steps to Reproduce:
1. Put a step by step guide on how to trigger the bug here
2. ...go offline
3. ...double click the minecraft icon on desktop

auto downloaded new launcher today starts fine when computer is online. When offline will not start at all.

Changed Summary:
auto downloaded new launcher today starts fine when computer is online. Whenofflinewill not start at all.Launcher does not open in Offline Mode
Added Affects Versions: 2.0.729 (Windows)
Removed Affects Versions: 1.6.76 (java)
Same issue for me earlier today when offline.
nativelog.txt contains: "Using old launcher as we're not in the rollout [...] Launcher jar exists, but I don't know if it's up to date [...] Game launcher outdated!"
mine updated again today but still does nothing if I am offline.I can go online start the launcher then shut off the net and it works
Is this still an issue of the current version 2.0.806/2.0.805 ?
