When I hit a goat it does not charge at or attack me in revolt, it just runs away, and I am also on normal mode. However, when you have their baby goats nearby the baby goats attack you.

It says on the minecraft wiki that goats are the first neutral mob that dont fight back when attacked, although they do just sometimes randomly attack mobs and players.

However, this issue is Working as Intended.
The report you have submitted is working as intended: Goats are supposed to panic when player hits them.
Please note, that mechanics of the game may change between updates.
Things such as graphics, sounds, world creation, biomes, redstone, villagers, and animals may not work the same in current versions.
