This is works as intended I check the Minecraft wiki and it said you can't enchant hoes,shears, flint and steel, horse armor, and lead.
I believe in Minecraft, you can enchant shears with Silk Touch. However, you cannot enchant hoes.
Edit: You can "enchant" shears through an anvil with the following enchantments: Efficiency, Unbreaking, and Silk touch. Now it is a matter of whether the reporter's intended issue is whether they cannot be enchanted in the enchanting table, or whether it cannot be "enchanted" in an anvil
Can you guys reproduce this? You should be able to get silk touch and unbreaking on shears.
Confirmed on Samsung Galaxy S4 Android 5.0.1 MCPE 0.12.1. Neither shears nor hoes appear in the enchanting table inventory even though I have them in my inventory, thus it is not possible to enchant them on an enchantment table.
On the PC edition you can add certain enchanted books to shears and hoes using an anvil, you cannot enchant them on the table.
Works as intended. Enchantments for the items described should only be applied via an anvil.
