I tried to recreate what you are trying to do and came across this:
/give @p frame 1 0 {"Entity_Tag": {"Invisible":1}}
and received Entity_Tag is not supported note
Is this still an issue in the latest version (1.17.10)? If so, can you please add it to the affected versions (or mention it if you are not the reporter).
