How treasure maps work is they look for the closest chest in the area. When they find one they mark the spot of its location. You’re most likely finding maps which have the same chest located near them. I guarantee if you travel 2000, or at least a good distance away from the chest, and where you found the maps. It should be different. I’ll go on a world and test this out to see if all the maps are the same. Regardless of distance from the chest it choose. If i’m right this is not a bug, and more bad luck/lack of travelling far enough.
