MCPE-18004PE v16.1 will not load terrain
This is the same is the issue i have been watching for 16.0 it was reported to have been fixed, we have loaded 0.16.1 but still are not able to generate existing worlds.

This issue is outdated.
Is this still a problem for 1.0.3?

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version.
