Powered Rails do not function as slopes
When an Active Powered Rail is the first block on a downward slope, it does not act as a slope. Carts will graphically look like they are headed down, but slow down and can stop. At the end of the block, the cart will jump and fall on the next tile.
It does not happen if the rail is not the first in a slope.
Rail on the left has the bug. Rail on the right does not.

We were unable to reproduce the problem you are describing in the latest version. Could you please add a world save that shows the problem in action?

In the tunnel is a small amount of normal rails, which work as normal, then the powered rails, which jump and slow the cart, then another set of normal rails which speed the cart up again.
Have you tried removing the torches? The cart could be clipping into them.
