I believe that is because the maximum duration you can get is 999999. Anymore beyond that will result in a failed command. Tested this in PE.

However, this issue is Working as Intended.
As stated on the wiki, the maximum number of seconds allowed by the /effect command is 1,000,000. If you need it to be larger, you can request a change on the Feedback site.
But if you put this command will appear in the chat you got the effect then it is a valid number, but you have no effect. I think if this number was not valid, I would write that it was invalid just like in the image. And, in addition, this duration worked in previous versions
