Just confirmed. Nether wart doesn't get used and the awkward potion isn't made.

Was it a water bottle?
Yes
Couldn't confirm on Windows 10. Make sure you aren't using any other weird potion that uses the same texture as the water bottle, and make sure you're using fuel (blaze powder)
