When crafting Dispensers you have the option of crafting a stack (press Y)based on the number of bows you have in inventory (assuming enough cobblestone and redstone). This will always craft the requested number of Dispensers, but only consume one bow.

However, this issue has been closed as Cannot Reproduce.
We were unable to reproduce the problem you are describing in the latest version.
