They didn't add that because raids don't spawn with evokers with banners. This is a feature that has not been added yet.

Works as intended. This has not been added to Bedrock.
This is a feature difference between Java and Bedrock, not a bug. I will have this ticket resolved as a duplicate of
MCPE-60195.
