Can confirm some of this behavior. I built some snow golems high up in a savannah hill area, they did not melt, but they also did not "poop" snow layers as they walked about.
I am not aware of any behavior that causes them to only drop snow layers in certain biomes, so I assume this is some sort of bug. Attaching capture of snow golem at level 93 leaving no snow trail in its wake.
Android 8.1 LG Q6 on realm running 1.14.0 Bedrock.
Pretty sure this is intentional. Snow golems do not produce snow in plains biomes or hotter. They definitely produce snow in forests.
