I have this issue on the released 1.16 java version. The parrots rarely land (usually only on the ground after teleporting), then if you tell them to sit and attempt to push them where you want they float. I have included a picture of this. A bit irritated that this could have potentially been fixed while the version was in beta, since the OP noticed the 'not landing' issue while playing the beta.
